Australian Standards (AS 1735)

The following is a brief description of Australian Standards that are currently published and are intended to be referenced in the Premises Standard.

AS 1735.1  General requirements.
This standard is for general lift requirements.

AS 1735.2  Passenger and goods lifts - Electric.
The Standard sets out requirements for electric lifts for carrying passengers or goods, or both.  This Standard is complementary to AS 1735.1, but the requirements of this Standard take precedence over corresponding requirements of that Standard.  Alternative requirements for electric lifts carrying passengers or goods or both are set out in AS 1735.1.

AS 1735.3  Passenger and good lifts - Electrohydraulic.
This Standard sets out requirements for electrohydraulic lifts for carrying passengers and goods.

AS 1735.4  Service lifts - Power operated.
This Standard sets out requirements for power-operated service lifts and intended for operation under any of the following conditions:

a) Rated car speed not more than 1 m/s.
b) Rated load more than 12 kg
c) Internal car volume more than 0.06 sqm.

AS 1735.5  Escalators and moving walks.

AS1735.7  Stairway lifts.
This Standard specifies requirements for power-operated stairway lifts intended for use by persons with limited mobility.  The lifts consist of a carriage, incorporating a platform or a chair, or both, for raising or lowering persons along stairways.

AS 1735.8  Inclined lifts.
This Standard sets out requirements for power-operated inclined lifts of the car of platform type for public and private use, other than stairway lifts covered by AS 1735.7, temporary lifts or hoists used solely for building work, and amusement devices.

An inclined lift consists of a platform protected by side walls which may be built up and provided with a roof to form a completely enclosed car.  It is driven by a drum, traction, or rack type machine at a speed of not more than 0.5 m/s.

AS 1735.9  Special purpose industrial lifts.

AS 1735.10  Tests.

AS 1735.11  Fire-rated landing doors.

AS 1735.12  Facilities for persons with disabilities.
This Standard sets out requirements for facilities in passenger lifts that are specifically designed to assist persons with a disability.  It is complementary to AS 1735.1, AS 1735.2 and AS 1735.3.  Where any conflict arises between Parts of AS 1735, the provisions of this Part shall take precedence.

AS 1735.13  Lifts for persons with limited mobility - Manually Powered

AS 1735.14  Low-rise platforms for passengers.
This Standard specifies requirements for powered low-rise vertically lifting platforms for passengers.  It is intended that the Standard be applied only where the platform is used by persons with limited mobility or for wheelchair applications.

AS 1735.15  Lifts for peole with limited mobility - Restricted use - Non-auto controlled.
This Standard specifies requirements for low-rise, low-speed lift intended for use primarily by persons with limited mobility.  This standard cover a maximum travel of 4m and is for non-automatically controlled lifts.

AS 1735.16  Lifts for people with limited mobility - Restricted Use - Auto controlled.
This Standard specifies requirements for automatically controlled small-sized low-speed passenger lifts.  The lifts are capable of being electrically isolated by a key-lockable control.

AS 1735.17  Lifts for people with limited mobility - Restricted Use - Water-drive.

AS 1735.18  Residential - Passenger lifts for private residence.



BCA (Building Code of Australia)

The Building Code of Australia (BCA) is produced and maintained by the Australian Building Codes Board (ABCB) on behalf of the Australian Government and each state and Territory Government.

The BCA is a uniform set of technical provisions for the design and construction of buildings and other structures throughout Australia whilst allowing for variations in climate and geological or geographic conditions.

The goal of the BCA is to enable the achievement of nationally consistent, minimum necessary standards of relevant health, safety (including structural safety and safety from fire), amenity and sustainability objectives efficiently.

The BCA is given legal effect by building regulatory legislation in each State and Territory. This legislation consists of an Act of Parliament and subordinate legislation which empowers the regulation of certain aspects of buildings and structures, and contains the administrative provisions necessary to give effect to the legislation.



DDA (Disability Discrimination Act)

The Federal Disability Discrimination Act 1992 (D.D.A.) provides protection for everyone in Australia against discrimination based on disability. It encourages everyone to be involved in implementing the Act and to share in the overall benefits to the community and the economy that flow from participation by the widest range of people.

Disability discrimination happens when people with a disability are treated less fairly than people without a disability. Disability discrimination also occurs when people are treated less fairly because they are relatives, friends, carers, co-workers or associates of a person with a disability.

The DDA makes it against the law to discriminate against someone if they have a disability in the following areas of life:

  • Employment. For example, when someone is trying to get a job, equal pay or promotion.
  • Education. For example, when enrolling in a school, TAFE, university or other colleges.
  • Access to premises used by the public. For example, using libraries, places of worship, government offices, hospitals, restaurants, shops, or other premises used by the public.
  • Provision of goods, services and facilities. For example, when a person wants goods or services from shops, pubs and places of entertainment, cafes, video shops, banks, lawyers, government departments, doctors, hospitals and so on.
  • Accommodation. For example, when renting or trying to rent a room in a boarding house, a flat, unit or house.
  • Buying land. For example, buying a house, a place for a group of people, or drop-in centre.
  • Activities of clubs and associations. For example, wanting to enter or join a registered club, (such as a sports club, RSL or fitness centre), or when a person is already a member.
  • Sport. For example, when wanting to play, or playing a sport.
  • Administration of Commonwealth Government laws and programs. For example, when seeking information on government entitlements, trying to access government programs, wanting to use voting facilities.

The Occupational Health and Safety Regulation 2001 requires all Lifts, Escalators and Moving Walks to be registered with WorkCover NSW as defined in AS 1735 Part 1-17 (as listed in Schedule 1 of the Occupational Health and Safety Regulation 2001).  These items must be registered regardless of when they were designed and manufactured.  An initial registration form must be completed for each item.  Item registration of Lift/Escalator/Moving Walk needs to be renewed annually.  WorkCover NSW will automatically generate renewal each year.  It is an offence to operate Plant that is not correctly registered under the Occupational Health and Safety Regulation 2001.

EN81- 80

En_81-80_sEN81-80 is a European Standard that governs the rules for the improvement of safety of existing passenger and goods/passenger lifts.

Based on established risk assessment principles, the Standard identifies where hazards can occur and, from a risk analysis viewpoint, illustrate these in high, medium and low priority with proposed corrective actions.

The Standard recognises circumstances will vary between countries and from one lift to another. It provides a comprehensive check-list of such hazards even though relatively few might require attention in the case of any individual lift installation.
