Australian Standards (AS 1735)
The following is a brief description of Australian Standards that are currently published and are intended to be referenced in the Premises Standard. AS 1735.1 General requirements. AS 1735.2 Passenger and goods lifts - Electric. AS 1735.3 Passenger and good lifts - Electrohydraulic. AS 1735.4 Service lifts - Power operated. a) Rated car speed not more than 1 m/s. AS1735.7 Stairway lifts. This Standard sets out requirements for power-operated inclined lifts of the car of platform type for public and private use, other than stairway lifts covered by AS 1735.7, temporary lifts or hoists used solely for building work, and amusement devices. An inclined lift consists of a platform protected by side walls which may be built up and provided with a roof to form a completely enclosed car. It is driven by a drum, traction, or rack type machine at a speed of not more than 0.5 m/s. AS 1735.9 Special purpose industrial lifts. AS 1735.10 Tests. AS 1735.11 Fire-rated landing doors. AS 1735.12 Facilities for persons with disabilities. AS 1735.13 Lifts for persons with limited mobility - Manually Powered AS 1735.14 Low-rise platforms for passengers. AS 1735.15 Lifts for peole with limited mobility - Restricted use - Non-auto controlled. AS 1735.16 Lifts for people with limited mobility - Restricted Use - Auto controlled. AS 1735.17 Lifts for people with limited mobility - Restricted Use - Water-drive. AS 1735.18 Residential - Passenger lifts for private residence. BCA (Building Code of Australia)
The Building Code of Australia (BCA) is produced and maintained by the Australian Building Codes Board (ABCB) on behalf of the Australian Government and each state and Territory Government. The BCA is a uniform set of technical provisions for the design and construction of buildings and other structures throughout Australia whilst allowing for variations in climate and geological or geographic conditions. The goal of the BCA is to enable the achievement of nationally consistent, minimum necessary standards of relevant health, safety (including structural safety and safety from fire), amenity and sustainability objectives efficiently. The BCA is given legal effect by building regulatory legislation in each State and Territory. This legislation consists of an Act of Parliament and subordinate legislation which empowers the regulation of certain aspects of buildings and structures, and contains the administrative provisions necessary to give effect to the legislation. DDA (Disability Discrimination Act)
The Federal Disability Discrimination Act 1992 (D.D.A.) provides protection for everyone in Australia against discrimination based on disability. It encourages everyone to be involved in implementing the Act and to share in the overall benefits to the community and the economy that flow from participation by the widest range of people. Disability discrimination happens when people with a disability are treated less fairly than people without a disability. Disability discrimination also occurs when people are treated less fairly because they are relatives, friends, carers, co-workers or associates of a person with a disability. The DDA makes it against the law to discriminate against someone if they have a disability in the following areas of life:

The Occupational Health and Safety Regulation 2001 requires all Lifts, Escalators and Moving Walks to be registered with WorkCover NSW as defined in AS 1735 Part 1-17 (as listed in Schedule 1 of the Occupational Health and Safety Regulation 2001). These items must be registered regardless of when they were designed and manufactured. An initial registration form must be completed for each item. Item registration of Lift/Escalator/Moving Walk needs to be renewed annually. WorkCover NSW will automatically generate renewal each year. It is an offence to operate Plant that is not correctly registered under the Occupational Health and Safety Regulation 2001. How do I apply for registration? Based on established risk assessment principles, the Standard identifies where hazards can occur and, from a risk analysis viewpoint, illustrate these in high, medium and low priority with proposed corrective actions. The Standard recognises circumstances will vary between countries and from one lift to another.
